Abstract:

With continual development efforts and investment, Slovenia has reached a high level of IT presence in the HC environment, with the databases, procedures and standards established, equipment and proficiency of users, secure electronic identification of the patient and the health professionals by means of HIC and HPC cards, and routine interlinking into a coherent whole.

Fast progress in medical science and technology and new opportunities provided by IT pose new challenges. The crucial shift is to empower the patient-citizens to care for his/her health, and to provide him/her with the necessary information and knowledge. This is also the response to the patients' growing awareness, expectations and needs.

To cope with these challenges, Slovenia is involved in vivid discussions on a new HC strategy, addressing IT policy, standards, interoperability, education and promotion, project coordination, exchange of clinical and administrative information, knowledge support, and research. The discussions engage all the stakeholders.

As concerns health professionals, major development directions appear to be the strengthening of on-line access to medical data and IT expert support to medical procedures, while preserving continuity in their interfaces and procedures. For the patient, the emphasis is on the extension of direct IT services. Both the health professionals and patients will benefit the use of the existing cards as keys for secure access to relevant data.

Currently, the applied development focus is on the field of medication management (prescribing, issuing, accounting). This segment will a significant contribution towards EHR.
