Abstract:

Developing the Electronic Health Record - the Canadian Context

Vast distances, widely dispersed population centres, extensive movement of patients among facilities, limited supply of clinicians, increasingly complex medical histories… These are all factors of health care delivery in Canada and have contributed to the recognition that we need to use information technology, and in particular, electronic health records, to improve quality, access and productivity in the Canadian healthcare system.

Canada Health Infoway was created in 2000 to foster and accelerate the development and adoption of electronic health information systems with compatible standards and communications technologies on a pan-Canadian basis, with tangible benefits to Canadians. In the Canadian federation, responsibility for healthcare delivery rests with the provincial and territorial governments. Creating a pan-Canadian vision and delivering pan-Canadian results in healthcare information technology requires a unique model that takes into account Canada's large geography, multiple jurisdiction model, and diverse political interests. With a $1.2 billion (Canadian) capitalization, the CHI model is based on strategic investments and partnership arrangements. This presentation describes the CHI investment model and its impact on electronic health record development and adoption.
